Property development finance for UK builders: structure, drawdown and exit
A practitioner's guide to UK property development finance for SME builders: how the stack is layered, how drawdowns work against surveyor valuations, and how the exit is planned from day one.

The capital stack, in plain terms
Development finance is layered. Senior debt sits at the bottom (cheapest, lowest LTV), stretch senior above (higher LTV, higher cost), mezzanine above that (fills the equity gap for the developer). Total loan-to-cost typically caps around 90%.
The developer's equity is the ballast at the top of the stack; the exit, sale of completed units or refinance onto investment terms, is what repays the whole thing.
Drawdown against surveyor valuation
Funds are drawn in tranches as the build progresses, each release signed off by a monitoring surveyor against physical progress on site. This protects the lender and disciplines the build programme.
First drawdown covers land acquisition and initial works; interim draws land monthly against the surveyor's certificate; final drawdown releases retention on practical completion.
The exit is the underwrite
Lenders underwrite the exit, not just the scheme. Sale exits need credible GDV comparables and a realistic marketing period; refinance exits need a term lender lined up before the development facility completes.
The single most common cause of cost overruns on UK developments is a slower-than-modelled exit, build the buffer into the interest reserve, not the developer's cash flow.
Prepare the scheme as a drawdown and exit case
Reconcile sources and uses
Show land, tax, professional fees, build cost, contingency, interest, monitoring and sales costs, together with the timing and source of developer equity.
Stress the programme
Model cost increases, delayed draws, slower sales and a lower value. Confirm who funds overruns and interest beyond the original term.
Evidence the exit
Support a sale exit with local evidence and realistic absorption. Support refinance with expected rent, operating costs and a conservative long-term lending case.

Frequently asked
What GDV can I borrow against?
Loan-to-GDV and loan-to-cost limits vary with the site, planning, borrower experience, valuation, cost plan and exit. Higher leverage normally increases cost and risk, so compare the full capital stack and downside case.
Are personal guarantees required?
Guarantee requirements vary by provider, scheme and track record. Ask for the proposed guarantee wording and obtain independent legal advice before commitment.
How long does a development facility run?
Term matches the build programme plus a marketing tail, typically 12–24 months. Extension fees apply if the exit slips.
